Governors, People of South-South Demand Restructuring, Fiscal Federalism

Governors and people of the South-South geopolitical zone have demanded for restructuring in line with the principle of true federalism, to guarantee peace, security and stability of Nigeria.

The governors , observed that the country is not at peace with itself and not working as it should, particularly, for the people of the South-South region.

Chairman of the South-South Governors forum and Governor of Delta State, Senator Ifeanyi Okowa stated this as the position of the zone during the regional stakeholders meeting with presidential delegation led by the Chief of Staff to the President, Ambassador Ibrahim Gambari at the Government House, Port Harcourt on Tuesday.

Governor Okowa, explained the people of the South-South are committed to restructuring of Nigeria in a way that guarantees true federalism and devolution of powers to the states to create and manage their own police and security architecture under a federal structure.

“True federalism guided by the principle of derivation, revenue sharing and control of resources by each State of the federation as it was the case in the first republic.”

He said the kind of federation the South-South geopolitical desires, is one where federating units are constitutionally empowered to create their own structures like Local Government Areas, manage their elections and control their judiciary.

“We are all aware of the huge endowment of this country. As such, it is imperative to stress that with a little bit of efforts, imagination, hard work, sacrifice and leadership, every state of the Federation as of today, has the ability and capability to contribute to the national purse. This should be encouraged rather than the whole country depending substantially on a region of the country.

“What is worse and even more painful in this ugly situation is the deliberate lack of understanding, empathy and the uncompromising attitudes of some Nigerians, who have refused to understand the challenges of the South-South region of the country especially, the degradation of the environment and our waters. As a result, most of the demands of the region have remained unattended to while the resources of the region have been used continually to develop other parts of the country”.

The governors reiterated the call for the relocation of the headquarters of major oil companies, NNPC subsidiaries from Lagos and Abuja to the South-South region.

Governor Okowa requested for immediate implementation of the consent judgment entered in the Supreme Court Suit No: SC/964/2016 to enable the South-South region get its share of $55billion shortfall of collection on deep offshore and inland basin production sharing contracts.

The governors further called for the reconstruction and rehabilitation of the region’s major seaports in Port Harcourt, Calabar, Warri in order to enhance the economic development of the South-South region.

In addition, they demanded that the two refineries in Port Harcourt and one in Warri that have continued to bleed the country’s resources in the name of turn around maintenance, should be privatised. According to him: “Enough is enough. Let us now privatise them and in doing so however, allow the States and the region among others, considerable equity in the name of fairness and justice”.

Concerned about the rot in the NDDC, the governors observed that one of the major failures of the intervention agency is its refusal to forge and foster synergy, consultation and cooperation with the state governments especially, on project location, development and execution.

“We have resolved and we, as the State governments will no longer allow NDDC to execute any project (s) in any state of the region without it consulting State governments. Frankly, enough is enough and we have a court judgment to back our position.”

In his remark, the Chief of Staff to the President, Ambassador Ibrahim Gambari, said the stakeholders meeting was at the instance of President Muhammadu Buhari, to the presidential delegation comprising of all the Ministers from the region to visit and consult with representatives of the people regarding the recent EndSARS protest.

Gambari, noted that reports indicated that there were instances , where breakdown of law and order was reported across various locations in the South-South states. He lauded the governors of the South-South States for their quick response and actions in addressing the EndSARS crisis.

Beyond the EndSARS issue, he said, the President acknowledges that the citizens in the region have also been dealing with other concerns that are particular to the region such as the degradation of environment due to decades of mishandling and adherence to environmental standards.

Rivers State Governor, Nyesom Ezenwo Wike, said excuse of insecurity by the multinationals for not relocating to the South-South region is not tenable.

He stressed that the relocation of the multinationals oil companies to the region will help stem restiveness.

He urged the Minister of state for Petroleum to make history by ensuring the oil companies relocate to the region during his reign in office.

The Deputy President of the Senate, Obarisi Ovie Omo-Agege, urged the leaders of the region to avail themselves of the on going review of the 1999 Constitution by the National Assembly since most of the issues contained in their demands are constitutional matters.

The Director General of Department of State Services, DSS, Yusuf Magaji Bichi, lauded Governor Nyeson Ezenwo Wike, for his stance against the outlawed Indigenous Peoples of Biafra (IPOB) which hijacked the EndSARS protest and killed 10 security operatives, torched stations and court buildings in Oyigbo.

The Inspector General of Police, Mohammed Abubakar Adamu, said fake news gave impetus to the nationwide EndSARS that culminated in the death of civilians, police personnel and their assets.

Adamu alleged that intelligence has confirmed that the EndSARS protest was funded from within and outside the country. He further added that one of the primary objective of the protest was to effect a regime change.

Present at the meeting were: Governor Nyesom Ezenwo Wike of Rivers State; Governor Ben Ayade of Cross River; Governor Udom Emmanuel of Akw Ibom; Governor Douye Diri of Bayelsa State; and Godwin Obaseki of Edo State.

Others are: Godswill Akpabio, Minister of Niger Delta; Timipre Sylva, Minister of State for Petroleum; Goddy Jedy Agba ,Minister of State, Power; Festus Keyamo, Minister of State, for Niger Delta; Osagie Ehanire, Minister of Health, the Minister of Information, Lai Mohammad. The Minister of Transportation, Chibuike Amaechi was however , absent.

Other eminent persons present included: the National Chairman of the Pan Niger Delta Forum, Air Commodore Idongesit Nkanga, rtd; former President, Nigerian Bar Association, Onueze Okocha (SAN); among others.

Before the 2nd wave: Humanitarian ministry and Nigeria’s Covid-19 response

As the year draws to a close with ministries and MDAs auditing past performance and defending their 2021 draft budgets it has become expedient to look at how effective the Ministry of Humanitarian Affairs, Disaster Management and Social Development was in its covid-19 response vis a vis its presidential charge as well as its unique position as Nigeria’s midwife of social safety nets for building resilience among the poor and vulnerable.

Nigeria’s Corona Virus index case was discovered on February 27, 2020 about three months after the emergence of what scientists called the novel Coronavirus in Wuhan China.

The news was made public the next day on February 28th 2020 and since that time the country has not been the same. The index case was an Italian man who arrived the country on a Turkish airways flight on February 27th.

With the disease in-country and no thanks to its viral nature and ease of infection, the disease soon grew legs among the Nigerian populace.

A day after the announcement by the honourable Minister of Health, worldwide infection figures, according to data sourced from the Nigeria Center for Disease Control (NCDC), the country’s apex public health body, stood at 85,403 confirmed cases with 95.5% of those in China. 2,924 deaths had been recorded. By that time, the disease had affected just 49 countries and three of those countries were in Africa: namely Egypt, Algeria and Nigeria.

Nine months later on November 17, 2020, confirmed cases on the global scale now stand at 54,558,120 with 1,320,148 confirmed fatalities according to data reported by WHO.

The novel Coronavirus was given an official name Covid-19 on February 11, 2020 then upgraded to a pandemic on March 11, 2020 by the WHO.

Unlike with the Ebola outbreak during which the Federal Government was caught largely flat footed with the Lagos state government of Babatunde Raji Fashola taking charge, the Covid-19 response has been better coordinated with four major players driving the actions: the Nigeria Center for Disease Control (NCDC), the Ministry of Health, the Ministry of Humanitarian Affairs, Disaster Management and Social Development and The Presidential Task Force, an adhoc task force set up to coordinate.

The PTF, which was set up on March 9, 2020 by the president, had an express mandate to coordinate a multi-stakeholder response to the pandemic by providing technical and material support at the national and sub national levels in order to manage the outbreak.

It was also charged with advising and recommending actions to the president on threat levels while providing updates to the media and general public. Boss Mustapha, Secretary to the Government of the Federation (SGF) was named chairman while Sani Aliyu was appointed national coordinator.

In 2016 when the Ebola crisis ravaged the world, the NCDC as well as the Ministry of Humanitarian Affairs, Disaster Management and Social Development did not exist. The Bill for an Act to establish NCDC was signed into law in November 2018, by President Muhammadu Buhari while the ministry of Humanitarian Affairs, Disaster Management and Social Development was established on August 21, 2019 as a special intervention ministry for humanitarian affairs, management of disasters and social interventions.

So, when Covid-19 hit, the government was well prepared on the levels of strategy and execution to respond to the pandemic.

Following advice from the PTF, the president imposed a lockdown on Lagos, Ogun and Kano states on March 30, 2020. The lockdown was soon extended and other measures taken. They included shut down of schools, offices and recreational facilities as well as bans on interstate travel and sporting activities.

While the PTF focused on its coordinating function, the NCDC and Ministry of Health were the arrow heads of the health based response. The ministry of Humanitarian Affairs was tasked with implementing many non-health and non-pharmaceutical interventions and palliative measures across the country.

The president was clear in his charge to the Humanitarian ministry – extend a 3 month repayment moratorium on Trader Moni, Farmer Moni and Market Moni loans; pay 2 months Conditional Cash Transfer in advance to help the most vulnerable while IDPs would get 2 months food rations in advance.

The president also directed that the Ministry, working with state governments, should evolve strategies on how to sustain the school feeding programme for children while at home during the lockdown.
How well did the Sadiya Umar Farouq ministry carry out the president’s directive?

To concentrate efforts in tackling Covid-19, the ministry inaugurated its Technical Working Group (TWG) on the 27th March, 2020. The TWG was set up to complement efforts of the PTF. The mandate of the TWG was 4 fold – Social Interventions, Humanitarian Interventions, Advocacy and Sensitisation, as well as Monitoring & Evaluation.

The TWG has worked in close alignment with the National Emergency Management Agency (NEMA) to implement the National Response plan and provide leadership on the PTF- Covid 19 Security, Logistics and Mass care.

In compliance with the Presidential directive, the ministry facilitated a 3-month moratorium to 1,794,633 Government Enterprise and Empowerment Programme (GEEP) beneficiaries while 12,000 beneficiaries in Abuja and Lagos received Trader Moni and Market Moni loans.

The minister also initiated the Conditional Cash Transfer to 453,744 poor and vulnerable households in 24 states plus the FCT beginning April 1, 2020.

In further compliance, the ministry expanded the National Social Register from 2.6 to 3.6m and using the extant Register, made up of 2,644,495 poor and vulnerable households the ministry impacted in excess of 11,045,537 individuals.

Under the modified home grown school feeding programme, the ministry working with state governments impacted 127,589 families in Abuja, Lagos and Ogun states who received Take Home Rations valued at N4,200 and made up of 5 kg Bag of Rice, 5 kg Bag of Beans, 500 ml Vegetable Oil, 750 ml Palm Oil, 500 mg Salt, 15 pcs of eggs, 140gm Tomato Paste.

With the eggs sourced from local poultry farmers, the intervention provided much needed income to farmers from whom the ministry bought over 46,979,565 eggs to implement the programme.

In line with its humanitarian mandate the ministry convened the Zero Hunger roundtable in conjunction with the World Food Programme and leading lights of the organized private sector.

Aligned with SDG 2, the roundtable is to come up with short, medium and long terms solutions during and post Covid-19.

Following the FG’s approval of the release of 70,000 metric tons of grain from the Strategic Grains Reserve, the ministry facilitated the deployment of the grains to 13 front line states based on reported cases of COVID 19, population and density using the existing structure provided by NEMA. Recipient states include Lagos, Abuja, Ogun, Ondo, Oyo, Kano, Cross River, Enugu, Borno, Edo, Bauchi, FCT and Adamawa.

The Nigerian Customs Service also released 112 trucks of rice (67,200 bags of rice) to the Ministry. The rice has been distributed to 35 states and the FCT except Rivers.
Working with the NEDC, the ministry constructed both a 14-bed and 21-bed facility, each close to a large IDP Camp in Maiduguri to serve as COVID-19 Isolation Centres in the North-East using pre-fabrication technology.

It has also impacted on the poor, the elderly, the disabled as well as women and children with the provision of sundry food items as well as masks, Personal Protective Equipment, ventilators, masks, infra-red thermometer, hand gloves & sanitisers in its continuing effort to help cushion the effects of the pandemic and build resilience for the future.

2023: Dr Goodluck Jonathan not Qualified to Contest

A political thinker posited that politics is a concentric circle of conspiracies. It is such a conspiratorial game that while statesmen worry about development to cater for the present and coming generations, politicians are busy scheming how to retain power, return to power, or gain power.

Nigerian politicians could pass as the worst hue to be found anywhere. They bend the rules and violate the laws with impunity just to attain this stated private objectives.

For about a year now, the name of the former President of Nigeria, Dr. Goodluck Ebele Jonathan, has been popping up here and there whenever the successor of the incumbent, President Muhammadu Buhari, is being discussed. Some say it is in the best interest of the North to hand power back to Jonathan and take it back in 4 years in line with principle of rotation of presidential power ruling the current democratic dispensation.

This argument is tenable since Jonathan is statutorily barred from contesting more than one term if he becomes the President of Nigeria in 2023. Some also say that the push for the return of Jonathan is to put a wedge to the aspiration of the South East to produce the nation’s next President. The proponents of this school of thought believe the Hausa-Fulani who hold the aces now are still weary of supporting an Igbo man to become the President of Nigerian. The reason often given is just the civil war and the issues that led to it, and the lingering bitterness and unpreparedness to forgive and let go on both sides.

The poppers of Jonathan in this regard think the former President should be able to take the wind off the sail of the South East agitation for the office of the President, and get the zone to join his Presidency one more time instead and dump their aspiration even if it means doing so grudgingly.

For a fact, South East was the backbone of the Goodluck Jonathan Presidency and supported his re-election with over 85% of their votes in the 2015 Presidential Election and has continued to suffer marginalization and exclusion as a consequence and got branded 5% voters of the Buhari Presidency. The calculation of those angling for the return of Jonathan is that it is only him that can pull the rug off the feet of the push for Nigerian President of South East extraction and offer the Igbo man a sort of dream deferred.

This permutation aims to kill two birds with one stone: stopping the South East and getting power to stay in the South in this season for just one term. It would have been a masterstroke were it not for the eligibility question hanging over Goodluck Jonathan in contesting the 2023 Presidential Election.

Apart from the morality of becoming the major obstacle to the South East aspiration (ordinarily, the South East is counting on the solid support of the South South which they gave their all) there are serious legal issues surrounding the qualification or rather the eligibility of Jonathan to contest the office of the President. (He is however qualified to contest for any other office in the land, ranging from Councilor to Vice President.)

The law in question is: “The Constitution of the Federal Republic of Nigeria (4th Alteration No 16) Act, 2017)”. This new constitutional amendment may have been contemplated following the rancor occasioned by the same Jonathan contesting the 2015 Presidential Election. Recall that the Northern segment of the country believed Jonathan was not qualified based on rotation of presidential power between North and South Nigeria and power ought to have shifted North in that season. There was also a gentlemanly agreement, which was reached with him (Jonathan) to go for only one term before he contested the 2011 Presidential Election. He reneged to inspire a groundswell of the behemoth opposition – the APC – that swept him from power.

In law, express mention of one thing is said to be an express exclusion of another. The constitutional amendment assented to by President Muhammadu Buhari on 4th June, 2018, does not permit former President Goodluck Ebele Jonathan to contest in 2023 unless repealed. The extant section barring Jonathan states in its explanatory note…”The act alters the Constitution of the Federal Republic of Nigeria, 1999 to disqualify a person who was sworn in as President or Governor to complete the term of an elected President or Governor from being elected to the same office for more than a single term.”

To give effect to the disqualification of any person who has been sworn-in to complete the term of a President or a Governor from contesting more than one term, sections 137 and 182 of the 1999 Constitution were amended to ensure same.

Then the question: is Dr. Goodluck Jonathan qualified to contest the 2023 Presidential Election? Where does this leave off Jonathan in view of his speculated return in 2023? Going by the express provisions of the said amendment on tenure, Jonathan is not qualified unless this extant law, which is now deemed a constitutional provision, is repealed and set aside.

In the light of this constitutional provision barring Dr. Goodluck Jonathan from contesting in 2023, those prompting him to throw his hat into the ring are either ignorant of this law or are being mischievous. Yes, mischievous in the sense that they would want to ridicule the statesman and cause bad blood between the South East and the South South whose relationship has been waxing cozy since the present dispensation.

In the light of this too, Dr. Jonathan should be advised to be guided by the quoted law and distance himself from the whispering clamor for his return in 2023. As alluring as it may appear, he should know that those who spearheaded that new law are the same vanguard now asking him to contest.

As a patriot and statesman who handed over power when he had reasons not to, rightly or wrongly, Dr. Goodluck Jonathan should help the rotation of presidential power to the South East. He ought to be in the vanguard for Nigerian President of South East extraction in reciprocation of their unalloyed support for the Jonathan Presidency. Even yours sincerely is a Jonathanian and was in the trenches for him in 2015. One good turn, they say, deserves another.

MASSOB blasts Arewa Youths over attacks on Enyinnaya Abaribe

The leadership of the Movement for the Actualization of the Sovereign State of Biafra (MASSOB) have blasted the Alhaji Yerima Shettima led Arewa Youths Consultative Forum (AYCF) to shut up their mouths forthwith, especially as regards attacks on Senator Enyinnaya Abaribe.

MASSOB said AYCF did not have the honour to speak in the presence of Abaribe, as their only goals in life is destruction and confusion.

Uchenna Madu, MASSOB leader said this in a Press Release it made available to Jungle Journalist Media Ltd.

It said; “AYCF’s stinking vomit against Senator Enyinnaya Abaribe is an expression of sadistic and tribalistic ethnic group in Nigeria. The northern Youths are always willing tools of destruction in the hands of their primitive leaders.

“Senator Abaribe’s stand as surety to Nnamdi Kanu was totally different from the one Senator Ali Ndume stood for Maina Abdulrasheed. Maina was a corrupt criminal that shamelessly looted public fund when he was the chairman of the defunct National Pension Task Team. He laundered money mearnt for aged pensioners. He can never be compared with Nnamdi kanu of IPOB.

“Senator Enyinnaya Abaribe’s standing as surety for Nnamdi kanu was a unanimous decision of Ndigbo, it was not a personal venture. The baseless treasonable and felonious court case against Nnamdi Kanu is closed because Nigeria government knows they have no evidence against Kanu. Any attempt or arrest on Senator Enyinnaya Abaribe will be resisted by Ndigbo.

“MASSOB warns Alhaji Yerima Shettima led Arewa Youths Consultative Forum (AYCF) to stop their systematic and calculated plan to blackmail the personality of Enyinnaya Abaribe, Nigeria’s most distinguished Senator in the Red Chambers. MASSOB will never allow Arewa people to play their hypocritical game of pulling down the best leaders of Ndigbo because of politics.”

The Rambunctious Brouhaha called Igbo Presidency; a misplaced priority?

The arguments for or against Igbo Presidency has been such that no Nigerian can feign ignorance or deny the import, albeit, the continued unity and possible existence of Nigeria as a nation which many pundits have reasons to believe that Nigeria is sitting on keg of a gun powder because of the way this sensitive issue have been handled all along and if nothing is done about it, may not last for much longer.

The topic is so complex and complicated that one cannot just delve into all aspects thereof, but I will try as much as possible to stay on the course of the question of the much discussed topic of “Igbo Presidency”, I therefore crave your indulgence to be patient and read to comprehend this school of thought, the ideas driving it, and the inevitability thereof, as the panacea of a United Nigeria.

The term “rambunctious” as used in this context is tilted towards the two conditions the word can represent, either “negative” or “positive”, but in this case, both can righting be said to be in parallel to the argument either against or in favour of this quest for “Igbo Presidency” in Nigeria after over 60 years of independence and 30 years of a bad civil war that almost ended Nigeria.

The quest for Igbo Presidency is a direct product of marginalization, disenfranchisement, and lack of respect for Federal Character in the administration of a multi-ethnic union like Nigeria. Other attendant aftermath of this lopsided and systemic twist includes the much heated quest for self determination, referendum through plebiscite, restructuring and incessant call for total balkanization of Nigeria. Therefore this realities cannot be overlooked or wished away as they have come to stay with us.

Then question then becomes: Is this call a misplaced priority?

To address this question, I must foremost xray what the problem had been and juxtapose how Igbo Presidency might not be the solution to the Nigeria question. Then again, I’ll crave your indulgence of patience.

According to history, Nnamdi Azikiwe was one of the champions of an independent Nigeria and he became the first President of Nigeria, after them, we have had other leaders who played one role or the other to get Nigeria to wherever we found ourselves now, but on a more secondary position. But the fact remains that no Igbo after Zik had been given the chance again because somehow, many people from the Northern part are still living with the mindset that the Nigeria Civil war is not over and so Igbos must never be trusted for attempting to break out of Nigeria and must be made to continue to pay the ultimate price of a united Nigeria. But these school of thought forget that the generation being punished now were not privy to what happened between 1967-70 which makes it a more dangerous keg of gun powder as witnessed in the suppressed EndSARS protests that rocked Nigeria.

As a matter of priority, to avoid sounding as if the call for Igbo Presidency is misplaced. We must begin to look inwards to ask pertinent questions like trying to know why the status had been set against the Igbos in the first place, what informed it, why are other tribes apprehensive of this idea and what can be done to douse this apprehension to pave way for a calm and collected agreement for a paradigm shift to exploit other possibilities available to us as Nigerians.

We watched with trepidation when Major General Muhammadu Buhari fought tooth and nail for Hausa Presidency, he got it in 2015 and created the 97% to 5% philosophy. But to the chagrin of the both percenters, the suffering and maladministration is with equal measure. Therefore I am not an advocate of Igbo Presidency but a supporter of “Nigerian President of Igbo extraction”.

My position is that notwithstanding the economic disadvantage of the Igbo race in Nigeria occasioned by obnoxious policies aimed at strangulation, they have proved to be innovators and good administrators, creating survival out of nothing. The Hausas has proved to be knowledgeable in politics while the Yourbas are rooted in academic. A situation where management harnesses politics that is exported by intellectualism, we will have a progressive nation unlike the present setting where only the North are happily running everybody aground.

I am a supporter of “Nigerian President of Igbo extraction” because a lot of solution to Nigeria problems lies within it. We don’t need an Igbo President that may end up further dividing Nigeria like Buhari.

We must set the priorities right by identifying the sickness of Nigeria and applying every possible options, including but not limited to producing “Nigerian President of Igbo extraction”. That way, we would’ve solved the problem of agitation and call for balkanization among other simple challenges we are faced as a Nation.

The problem of Nigeria is never the masses, it is never the question of Hausa, Igbo or Yoruba. Our problem is the reality of elitist group of people that have continued to devide the masses along these fault line to continue to hold them in perpetuity because only by so doing will they be able to continue exploiting them for their pleasure and betterment of their generations.

Nigeria President of Igbo extraction is the priority now. The South East must be allowed to lead to keep the unity of Nigeria.

VIDEO: Yakubu Gowon Stole Half Of CBN And ‘Ran’ To UK – Says British Parliament Member

General Yakubu Gowon, a former Nigerian Head of State, has been accused of stealing half of the Central Bank of Nigeria (CBN) by a member of the United Kingdom parliament.

The British parliament member made the allegation on Monday, November 23 during the House deliberation on the aftermath of the EndSARS protest, and possible sanctions to be meted on top Nigerians regarding the roles they played in the killing of unarmed protesters at the Lekki toll gate.

The parliamentarian said, “What we are seeing in Nigeria today is part of that story. It is a tragedy we are all witnessing because we see things falling apart.

“The problem this time is not foreign pressure known as colonialism. The pressure instead is corruption and violence and attempts at control (of power).

“We need to call out the corruption, we need to use the powers that we have in this country to stop those who are profiting from the wealth of that great nation and hiding it here.

“Now some people will remember when general Gowon left Nigeria, he took half of the Central Bank, so it is said, and moved to London.

“We know today, even now in this great city of ours, there are sadly some people who have taken the wealth of Nigerian people and hidden their ill-gotten gains here.

“We know that our banks sadly have been used for that profit or that illegal transfer of asset and that means that the UK is in a unique position in being able to actually do something to really exert pressure on those who have robbed Nigerians,” he opined.

RECESSION: ‘We must end corruption, strengthen our institutions, introduce death sentence’ – Eholor

Democracy Observer-General and founder of human rights group, One Love Foundation, Chief Patrick Eholor has said that unless Nigerians begin to fight corruption with a greater frenzy, the second wave of the recession will bite much harder than the first.

Eholor, in a telephone interview with Jungle Journalist Media Limited, suggested a strengthening of our institutions, trial and death execution/life imprisonment for defaulters, and recovery of stolen funds back into the economy.

His words: “It’s an unfortunate circumstance that Nigerians have found themselves. You deserve those who govern you, and unfortunately, we have never had the opportunity to choose who governs us. We’ve never had leadership in this country, just banditry and bandits who call themselves leaders instead of them referring to themselves as emperors.

“The only way we can salvage this situation is to strengthen our institutions and if possible, to have a proactive law to try every corrupt civil servant and politician, service chiefs and others; to introduce death sentence or life imprisonment for those who have stolen our common patrimony and recover the moneies they have stolen and put that money into infrastructure, health sector, educational sector and other public interests, and reduce the number of churches and mosques we have in this country.

“Unfortunately, most of them have become merchants of misery, and I therefore suggest we borrow a leaf from China and Rwanda.

“If we follow suit, a better Nigeria is possible. Don’t forget the trademark of president Muhammadu Buhari that if we don’t kill corruption, corruption will kill us”, he argued.

GOMBE CJ SAGA: Judiciary’s integrity under threat – CPA

The National Judicial Council (NJC) has been urged to rise and defend the integrity of the judiciary against obvious manipulation by some state governments, especially in the appointment of female judicial officers.

In a petition to the Chairman of the NJC and Chief Justice of Nigeria (CJN), Justice Tanko Muhammad, the Centre for Public Accountability (CPA), expressed shock at the “terrible drama” in the selection of a substantive Chief Judge for Gombe State.
Insisting that it had become “worrisome and a bad signal against the dispensation of justice in Nigeria”, CPA asked the CJN to step in and halt the anomaly, which is already destroying the integrity of the judiciary.

Mr. Olufemi Lawson, the Executive Director of CPA, , in the petition, lamented what his group described as “the unconstitutional decision of the Gombe State Government, to prevent Honourable Justice Beatrice Illiya, from assuming the position of the state’s Chief Judge, in a manner which clearly violates known conventions and our laws”.

CPA stated that “the continued refusal by the Gombe State Government to allow Hon. Justice Beatrice Illiya to be appointed the subtattibe CJ of the state is premised on the major reasons of her religion, gender and her Tangale-Waja ethnic background”.

The body insisted that “the action of the state Governor, Alhaji Inuwa Yahaya, is just one of his numerous attempts at desperately seeking to control the judiciary.

“This desperation has been taken further, with the appointment of Hon. Justice Mua’zu A. Pindiga as a replacement to Hon. Justice Illiya, in clear violation of Section 271(4) of the 1999 Constitution .

“For the purpose of clarity, Justice Pindiga is by far a junior judicial officer to Justice Beatrice Illiya and we sincerely believe his nomination deserves being thrown out, by your noble Council.

“We firmly believe as Nigerians, that the judiciary being the last hope of the common man, should not be manipulated by politicians, as the case of Gombe State judiciary is an attempt to impose a burden of credibility on the NJC.

“It is worrisome, that Justice Pindiga’s appointment as Acting Chief Judge of Gombe State has been renewed for the fourth time, despite his visible lackluster performance as a judicial officer, coupled with the several corruption allegations surrounding his office.

“It is also sad, that the Gombe State Government has continued to delay the 11th August, 2020, directive of your noble Council directing the Gombe State Judicial Service Commission to re-submit names of nominees for appointment as substantive Chief Judge of Gombe State, by doing the right thing of including the name of the most senior judge of the Gombe State High Court of Justice.

“While we strongly believe in the commitment of the NJC, towards protecting the sanctity of the judiciary and by extension, our democracy, we are disturbed by the worrying tendency of some state governments, to truncate the seniority hierarchy in the appointment of Chief Judges.

“The recent cases of Kebbi State involving Hon. Justice Elizabeth Karatu, and that of the Cross River State, where the governors arbitrarily prevented the appointment of Justice Akon Ikpeme, before the intervention of your great Council, are just a few that we wish to remind you.

“We believe that the NJC, will in the present situation stand firm to be seen as being fair to all and reject the impression, that it is leaving our women judges, to be vulnerable to political manipulations and machinations of these State Executives” CPA said.

Recall that the International Federation of Women Lawyers (FIDA had in a petition earlier in the year, expressed worry that deep seated discriminations in appointment of judicial officers are more pronounced in the northern part of the county, advising the NJC not succumb to such anachronistic and discriminatory antics.

FIDA’s Country Vice-President, Barr. Rhoda Prevail Tyoden, and National Secretary, Barr. Evelyn Membere-Asimiea, had drawn the attention of the NJC and in particular the CJN, Justice Mohammed, to what they described as “serious infractions by the Gombe State Judicial Service Commission where a female Judge, Justice Beatrice Lazarus Iliya, is about to be denied elevation to the Chief Justice of the State, ostensibly because of her gender”.

FIDA had reminded the NJC that Hon. Justice Beatrice Lazarus Iliya who is the most senior judge in the Gombe State Judiciary was appointed acting Chief Judge, but instead of confirming her as the substantive Chief Judge upon the expiration of her acting appointment, two other junior judges were nominated and appointed in that capacity.

FIDA said “we strongly feel that this action is based on gender discrimination as Hon. Justice Beatrice Lazarus Iliya has proved to have professional competence through her performance as acting Chief Judge of Gombe”.

They insist that the conditions spelt out in Revised Rule 3(6) of the Procedural Rules of NJC required the consideration of the most senior judge for the position of a Chief Judge among other requirements, should be followed to its letters.

Late Mummy Ekweozor for Burial

The funeral programs of a foremost philanthropist and a community leader, Late Mummy Cecilia Adanma Ekweozor has been scheduled for 27th November, 2020 at her home down Ebenebe in Awka North Local Government Area of Anambra State.

According to a statement released by the children which was signed by Dr. Julius Ekweozor, the Senior Pastor, Restoration Charismatic Ministry, Asaba; the funeral programs will commence with a service of songs at her husband compound in Ebenebe of Thursday 26th November, 2020 by 4:00pm.

According to the statement which was made available to newsmen in Asaba, the funeral programs will continue Friday 27th November 2020 with interment at the same venue.

Late Mummy Cecilia Adanma Ekweozor who died on 30th of March 2020 at the age of 55 years was born on the 14th day of July, 1965 to the family of Ozo Nwafor of Ebenebe Town in Awka North Local Government Area of Anambra State.

Late Mrs Cecelia Adanma Ekweozor’s parents’ quest for Western education for the girl child, at that time, in the Eastern region of Nigeria, made her parents to enrol her early in life into the Primary School, Ebenebe in 1970 after the cessation of hostilities between the Nigerian and Biafran forces.

As a very bright and serious student, she obtained her First Leaving School Certificate in 1975 in flying colours and enrolled the same year into the Community Secondary School, Ebenebe for her secondary education.

Again and expectedly, after the mandatory study period of five years she obtained her West African School Certificate, in flying colours as one of the best graduating students in 1979. She had always wanted to be a Medical Doctor or Nurse as she loved the humanitarian aspect of the profession more than the lure of the mega bucks it could produce.

So, for her tertiary education, she proceeded to the State School of Nursing, Abakiliki in the present Ebonyi State capital where she qualified as a Nurse and Midwife in 1983.

After qualifying as a professional Nurse, she had a brief stint of professional practice with some private hospitals in Abakiliki, Enugu, Awka and Owerri.

But in a twist of fate or what you may call destiny, she ventured into business as that was her familiar terrain from birth, having been borne by a business mogul father and a trader mother. As a businesswoman, she started first with buying and selling of assorted food items in several retail outlets and wholesale shops. Along the line, she also tried her hands on provisions, confectionery and utensils.

After a while, she settled into textiles and fabrics business in Onitsha and its environs. This, she continued to do until her demise.

Prior to 1988, providence made her path to cross with that of a vibrant and vivacious but God fearing and extremely handsome young man in the person of Mr Julius Ekweozor (Snr.).

As Christians, they started dating which later culminated in marriage in 1988. The marriage was a celebrated one at that time because it involved a very beautiful and promising young girl and a very handsome, lively, ebullient effervescent and dashing young man from two prominent families in Ebenebe Town.

The marriage was blessed with Eight Children (an only son and seven daughters).

She started out as a Catholic as she was born into a catholic family. She was baptized and wedded in the Catholic church.

In fact, she was a communicant and a devout Christian. But again, as God had always been involved in everything concerning her, sometime in 2005 or thereabout, her little son whom God gave to her through prayers converted her and her husband from being Catholics to join the The Deeper Life Bible Church where they worshipped from then onwards and grew to become Evangelists until the death of her husband in 2007.

After the death of her husband, she continued in faith, still worshiping in Deeper Life and waxing stronger each passing day, doing the work of God with excitement, frenzy and commitment.

It was when the Restoration Charismatic Ministries Int’l Inc. was founded in 2015 under the the General Superintendentship of that her little son, Prophet Julius Julius that she later joined the Restoration Charismatic Ministries fully in 2017.

As a member of the Restoration Charismatic Ministries (or Prophet Julius Church as the Igbuzor folks would always like to call it), she was the backbone of Pastor Julius physically, spiritually and otherwise. She was a member of the Church Council, the Women Group and served in several groups, departments and committees in advisory capacity in the church.

Mummy Cecelia was a very calm and calculated person. She was articulate and quiet. She was very friendly and jovial but vey strict in matters of discipline with personal hygiene, decorum etiquette and ethical conducts. She was love personified as she taught all around her the meaning of agape love.

She was very caring and kind to a fault. All who crossed her path was treated either as a biological son or daughter. Whatever she had was for everybody. Her abode was a beehive or Jerusalem of some sort as many relatives, friends and well wishers moved in to live with her. She was a mother to the entire church. Little wonder, the entire congregation is still in shock till date.

May her gentle soul continue to rest in the bosom of the Lord.

Foremost Biafran activist Clifford Iroanya to bury late father

A foremost leader of the Biafran struggle, Engineer (Dr) Clifford Iroanya will be committing his late father to Mother Earth.

Late Iroanya’s dad, Ichie Ezinna Bernard Nsidinanya Iroanya was born in 1932, and passed on in July earlier this year.

He will be laid to rest on Saturday, November 28, 2020.

The solemn ceremony will be performed at the Iroanya-Achi compound, beside St Paul’s Anglican Church, Aro-Ndionyemobi autonomous community, Oguta, Imo State.

His son, Engineer Iroanya is one of the leaders of the Biafran struggle, having steered affairs in Radio Biafra, Indigenous People of Biafra (IPOB), Lower Niger Congress and a host of others.

He is an oil and gas engineer in the United States, where he lives with his family.
